½ teaspoon ground nutmeg
1/2 teaspoon salt
¼ to ½ teaspoon ground black pepper
2 ½ cups skim milk

STIR in flour and seasonings until vegetables are coated. Whisk in milk; cook, stirring constantly, until thickened. Remove from heat.
RESERVE ½ cup of cheese, adding remaining 1 ½ cups to milk mixture; stir until melted, then stir in cooked shells.
